In a climate of increased social pressures and awareness about diversity, inclusion, and officer wellness, our panelists from York Regional Police proactively up-leveled their culture transformation into a model that other police services are now adapting for their own success. Some of their achievements include:

  • Significant changes to the cadet onboarding process increased training success rate from 77% to 94%
  • Attrition rates reduced by approximately 50% for the second consecutive year
  • Ignited an unprecedented level of member engagement with over 400 volunteers working on the transformation
  • Created and is currently implementing the department’s first Inclusive Policing Action Plan aimed at promoting equity and inclusion throughout the organization and to preventing discrimination and harassment in the workplace and in the community
  • Launched an organizational Anti-Racism Action Plan, which includes a multi-year, anti-racism training program
  • Based upon its existing Wellness Strategy, developed a comprehensive Wellness support platform to provide easy access to information, support and services across four wellness segments‒ Biological, Psychological, Social and Spiritual health, including a personalized Wellness BI dashboard to promote self-awareness, work/life balance and more
  • Organized and launched multiple member-engagement initiatives including the Middle Management Advisory Committee to ensure insights to decision-making are conveyed up and down the organization, and member-led District Enhancement Committees across the region to address members’ concerns at a district level 
  • Developed a member-centric workplace conflict response model to improve management of workplace conflict reports with awareness on psychological safety and inclusion and to prevent conflict from escalating to the level of harassment

PANELIST

Jim MacSween

Chief of Police,
York Regional Police

Chief MacSween is responsible for 2,300 employees, an operating and capital budget of $390 million and community safety for 1.2 million citizens.

He has previously served in the #2 District Criminal Investigations Bureau, the Hold-Up Unit and the Community Services Bureau. Chief MacSween was promoted to the rank of Inspector in 2013 and was assigned to the Duty Inspector Bureau in the Town of Aurora. He also served as an Inspector in the Training and Education Bureau. In 2016, he was promoted to the rank of Superintendent and served as the officer in charge of #2 and #4 District respectively. He served as Superintendent of Operational Command, which includes the 9-1-1 Communications Centre and the Real Time Operations Centre. He was promoted to Deputy Chief on May 15, 2019 and assigned to the Support Branch before assuming the role of Chief on May 1, 2020.

Chief MacSween holds a Bachelor of Applied Arts Degree in Justice Studies from the University of Guelph and a diploma in Police Foundations Leadership from the Humber College Institute of Technology and Advanced Learning. His professional leadership training includes the Police Leadership Program at the Rotman School of Management and the Executive Strategic Management program at the Senior Management Institute for Police in Boston, Massachusetts.

He is a recipient of the Governor General’s Exemplary Service 20-year medal and completed his 30th year of policing in October of 2019.

Al Almeida

Deputy Chief,
York Regional Police

Al Almeida is Superintendent, at York Regional Police and is the Executive officer to the Chief.

Al has more than 33 years of policing experience working in operational roles including Drugs and Vice, Homicide, and Intelligence. Al has led change initiatives at YRP including the implementation of the Intelligence Hub and he recently co-led an organizational cultural transformation called Breakthrough.

Al holds a Master of Arts Degree in Leadership from the University of Guelph, a certificate in Police Leadership from the Rotman School of Business at the University of Toronto and a Diploma in Law Enforcement from Seneca College.

Kate MacDonald

Senior Counsel,
York Regional Police

Kate was called to the bar in 2003, and has practiced law in both the private and public sectors. After ten years as a Crown Attorney in Toronto, she joined YRP full-time in 2014.

Kate provides legal advice and training on a wide variety of issues in policing and the criminal justice system to police services across Ontario. She is currently designing a career-spanning personal and professional development program for police officers with an emphasis on conscious awareness, professionalism and wellness in leadership.

In 2019 she was assigned to the role of Change Process Leader in YRP’s organizational culture transformation. Kate is also a trauma-informed yoga instructor.
